While the configuration option is readily available in the Preferences pane, it is not obvious that it is referring to the cursor speed.
Open the Preferences pane and go to the Keyboard section.
Under the “Key Repeat” section, move the slider all the way to the right (Fast). You can also move the “Delay Until Repeat” slider all the way to the right (short).
That’s it.
